According to a fellow inmate, Cai planned to carry out the escape for 5-6 months, using tools stolen from a construction project in the prison's kitchen.
This Chinese prisoner was sentenced to death by an Indonesian court in 2017 for smuggling 135 kg of meth.
Cai also previously escaped from a Jakarta police detention center in 2017 by digging holes in the bathroom wall.
Indonesian police have put him on the list of most wanted criminals.
