Italian Journalist Italy Nancy Porsia said the series of small bodies were discovered drifting into a beach in Zuwara, the port city in northwest Libya, over the weekend.
According to one of the charities posted photos of drills on the Libya coast on Twitter, these are small children migrating with their parents on a dangerous rubber boat in recent days.
"I'm still shocked by these horrific photos," Oscar Camps, the founder of ProArtiva Open Arms, a Spanish non-governmental organization who searched for migrants on the sea, said.

"The scene of infant and young children drifting into a Libyan beach is unacceptable," said Italian Prime Minister Mario Draghi.
Thousands of people left Libya to the European coast in recent weeks, when people who take care of the silent sea to launch dozens of boats to transport migrants to the sea to Europe.
These boats are mostly old, temporary, making many people never reach their destination.
