The US Secretary of State's comments came after the results of the district council election on November 25 showed that the Democratic side won 377/452 seats, winning in 17/18 counties in Hong Kong. More than 70% of eligible voters voted on November 24, setting the record for the number of voter council members in Hong Kong ever.

Asked if President Donald Trump signed the Hong Kong Democracy and Human Rights bill into law, Pompeo replied that he would not say ahead, the decision rests with the President. "We have worldwide human rights standards and Hong Kong is no exception," Pompeo said.

The Chinese Embassy in Washington has not yet commented on US Secretary of State remarks.

The Hong Kong Democracy and Human Rights Bill was passed by the US Senate and House of Representatives on November 19 and 20 respectively, which requires the US Secretary of State annually to certify that Hong Kong maintains the right to self-determination. Special zones may enjoy preferential trade from the US, maintaining the role of the world's financial center. The bill also allows sanctions on officials who are considered human rights abuses in Hong Kong.

The Chinese Foreign Ministry has in turn summoned the right of US ambassador William Klein and Ambassador Terry Branstad to give a note "strongly opposed" to the passing of the bill by the US Congress, asking the US to prevent the bill from becoming law.
