The police said the incident was not over and advised people to stay indoors or seek shelter if they were on the street.
The shootings came just hours before Austria re-imposed a blockade to prevent Covid-19 infection, as restaurants and bars were packed with people enjoying the laid-back atmosphere.
Austrian Prime Minister Sebastian Kurz called the shootings a "disgusting terrorist attack", adding that the military would protect locations in the capital so that the police would focus on the anti-terror campaign.
"We are going through difficult times. I want to thank all emergency forces that risked their lives for our safety. The police force will act decisively on those carrying out the attack.
